Ukrainian Foreign Minister Dmytro Kuleba and US Secretary of State Anthony Blinken signed the Ukraine-US Strategic Partnership Charter, which defines the main directions of bilateral relations in key areas for years to come. This was reported by the Ukrainian Foreign Ministry on Wednesday, November 10.

The updated Charter will replace a similar document that Ukraine and the United States signed in 2008. The 2021 edition has a number of differences, primarily related to new realities, in particular, the aggression of the Russian Federation against Ukraine, explained on the eve of Kuleb.

The document states that the United States reaffirms its commitment to maintain the sovereignty, independence and territorial integrity of Ukraine within its internationally recognized borders, including Crimea. It is planned to expand bilateral cooperation in order to enhance security in Europe and the Black Sea region, as well as to strengthen energy security.

The charter also reinforces Washington’s support for Kiev’s aspirations for membership in European and Euro-Atlantic institutions. The document assesses positively the implementation of important reforms in Ukraine. The United States recognizes progress in reforming justice, progress in establishing anti-corruption bodies, land reform, decentralization, digitalization, and de-oligarchization.

In addition, the updated document enshrines America’s support for an ambitious plan for transforming the Ukrainian economy, which involves the modernization of key sectors and the promotion of investment.

Ukraine and the United States will revise this Charter every 10 years or earlier if both sides consider that it needs to be changed.
