The reason for the imposition of sanctions against Taras Kozak and related legal entities was an investigation conducted by the special services of Ukraine, during which it was established that schemes with the supply of coal from the occupied territories contribute to the financing of terrorism.

Thus, the person involved in these sanctions fell under the law “On Prevention and Counteraction to Legalization (Laundering) of Criminally Obtained Incomes, Financing of Terrorism and Financing the Proliferation of Weapons of Mass Destruction.”

The meeting of the NSDC on sanctions was not held in the traditional form: the time was scheduled when each of the members of the NSDC had to appear on the 4th floor of Bankova Street, where they had to put / not put their signature on the decision to impose sanctions against Kozak. Forms with signatures were accepted and collected by the NSDC secretary Alexey Danilov.

That is, it was an individual vote without the traditional group discussion.

The decision to impose sanctions was not lightning fast, as Sergei Leshchenko writes, and was not directly related to the telephone conversation between Foreign Minister Dmitry Kuleba and US Secretary of State Tony Blinken.

During January, President Volodymyr Zelensky twice gathered security officials and analysts to discuss how to stop broadcasting the channels of Viktor Medvedchuk, who is conducting anti-Ukrainian activities in the country.
