Former acting head of the State Fiscal Service of Ukraine Denis Gutenko explained why he was given a bonus of 1000% of his salary, because of which he faces arrest.
“As for just one of the awards. During this period, the DFS was divided into STS, Customs and Tax Police. Money from the State Fiscal Service to the State Tax Service was transferred earlier than people actually moved to the new structure. Therefore, the SFS periodically did not have money to pay salaries. In some months there was a premium, in some not. This depended on financing from the Ministry of Finance. Therefore, funding came in that month, and salaries were paid to staff for several months by increasing the allowance in one month,” Gutenko wrote on his Facebook page.
He stressed that “the payment of allowances for the civil service, at least in central bodies, can go in hundreds of percent to the salary.” And with him “these hundreds were applied to the salary of the main position – the director of the department. Hence such a figure.”
“About the agreement with the Ministry of Finance. This is exactly what they sew me part 3 of Art. 365, which assumes seven to ten years. The thing is that I was acting. And this is a problem, if not for all, then for many civil servants with such a status. I haven’t come up with anything new here. So everyone is paid. And it was paid before. Everyone is paid in this way, but only I have problems, ”wrote the former acting director. head of the SFS.
He clarified that “upon coming to work at the State Fiscal Service, immediately (before payments) they asked a higher organization, the Ministry of Finance, about the approval of the allowance. The Ministry of Finance, represented by the minister, replied that their approval was not needed. And he wrote how to do it. DFS did just that. Letters are attached.”
Gutenko also said that the investigator of the RRB prepared, and the prosecutor agreed on, a petition to take him into custody.
December 11, the former acting The head of the State Fiscal Service of Ukraine was informed about the suspicion of unauthorized assignment of a 1000% bonus to the official salary without the corresponding approval of the Minister of Finance.
The Office of the Prosecutor General said that as a result of the damage to the state budget amounted to more than UAH 300 thousand.
