Territorial recruitment centers can now call for military service during mobilization and for a special period, regardless of the location of men on military records. This is evidenced by the Resolution of the Cabinet of Ministers No. 318 of April 7.
The Government of Ukraine has amended the regulation on territorial recruitment and social support centers, approved by the Cabinet of Ministers of Ukraine dated February 23, 2022 No. 154.
“The territorial recruitment and social support centers carry out measures to alert and call up citizens (except for those liable for military service and reservists of the SBU and the Foreign Intelligence Service): for military service upon conscription of officers; for military service upon conscription of persons from among the reservists in a special period (assigned to the military operational reserve),” paragraph 11 of clause 9 says.
There were no such clarifications in the resolution before.
The Cabinet of Ministers also excluded paragraph 16 of clause 10, which provides that the TCCs of the Autonomous Republic of Crimea, regions, the cities of Kiev and Sevastopol participate in the preparation and implementation of territorial defense tasks in the corresponding zone of territorial defense, as well as paragraph 17 of clause 11 – district TCCs take part in the preparation and performance of territorial defense tasks in the respective area of territorial defense.
At the same time, paragraph 14 after is supplemented with a paragraph stating that the head of the TCC in the Autonomous Republic of Crimea, Kiev and Sevastopol is responsible for “implementing measures to alert and call up citizens for military service to call up persons from among the reservists in a special period (assigned to the military operational reserve) and to military service for conscription during mobilization, for a special period, in accordance with the “order of mobilization deployment” determined by the Ministry of Defense and the General Staff of the Armed Forces of Ukraine, as well as to military service upon the call of officers.
