The Verkhovna Rada adopted an appeal to the parliaments and governments of foreign states on the recognition of the Russian regime as terrorist and substantiated the illegitimacy of the Russian Federation’s presence in the United Nations, as well as the need to reform the UN.

The statement at the parliament session on Thursday, December 1, was supported by 314 deputies.

The appeal notes that the Russian Federation is illegitimately in the UN.

“Although Russia claims to extend the membership of the USSR, in fact, on December 26, 1991, the Council of the Republics of the Supreme Soviet of the USSR clearly noted that “with the creation of the Commonwealth of Independent States, the USSR ceases to exist as a state and subject of international law,” and therefore the Russian Federation cannot gain status of the successor state of the USSR,” the text of the appeal reads.

Parliamentarians note that since 2014, the UN has shown an inability to fully fulfill its duties, in particular, to respond to international conflicts. One of the reasons is the use of the right of veto by the permanent members of the UN Security Council, in particular Russia, on Security Council resolutions regarding the reaction to its own aggression against Ukraine.

“The Verkhovna Rada of Ukraine expresses support for a fundamental reform of the United Nations, which would not only concern the expansion of the number of permanent and non-permanent members, but also limit the use of the right of veto,” the statement says.

It is proposed to introduce restrictions against members of all Russian political parties responsible for Russian aggression in Ukraine.
