Russian President Vladimir Putin announced a partial mobilization in the Russian Federation. He said this in a video message on Wednesday, September 21.
“Only citizens who are currently in the reserve and, above all, those who served in the ranks of the Armed Forces, have certain military specialties and relevant experience, will be subject to conscription for military service,” Putin said.
Putin continues to assert that it is about protecting the Russian people.
“To protect our country and people, we use all the means at our disposal,” the head of the aggressor country noted.
