Phantom police cars begin to work on the roads

On January 25, phantom police cars will appear on Ukrainian roads, which will not visually differ from other road users. They can measure the speed of up to 50 vehicles at the same time and will automatically record the excess.

“Phantoms” work on the basis of the Skoda Kodiaq car and an integrated system for monitoring the speed of moving vehicles, reading and recognizing license plates with subsequent registration in databases.

After such a vehicle fixes a violation, the data is sent to the automatic fixation system and a resolution on an administrative offense is automatically generated.

After analyzing the received materials, the authorized police officer issues an administrative decision with the imposition of a qualified electronic signature.

The Ministry of Internal Affairs emphasizes that such a decision cannot be faked, and such a system for fixing violations makes the human factor impossible.

Phantom vehicles will be used by policemen in uniform and with service certificates. They will have the right to stop violators’ cars. At the same time, the Ministry of Internal Affairs assured that the police on “phantoms” would stop cars only in cases of “the most daring and dangerous” traffic violations.

Examples of such violations in the Ministry of Internal Affairs are driving at a forbidden traffic light or crossing a double continuous lane, when this could lead to significant consequences.

“The purpose of introducing this police innovation is not to increase fines, but to prevent. As you know, 40% of all deaths and injuries on the road are associated with speeding. Timely control is the key to road safety and saved lives,” the department noted.

As of January 24, four “phantom” cars are ready for use, in 2022 it is planned to purchase 30 such cars, and in 2023 – 110.
